Official party policy is pro-abortion and pro-LGBT ideology. In fact, Trudeau's candidate selection process, instituted May 7, 2014, forbids any pro-life or pro-traditional marriage Canadians from running as Liberal Party candidates. The only way they would be allowed to run is if they promise to vote in favour of abortion whenever such legislation comes up.

On September 13, 2022, just days after the massive victory of newly-elected Conservative Party of Canada leader Pierre Poilievre, MP Rayes quit the Conservative caucus to sit as an Independent MP, describing himself as a "proud Progressive" Conservative and stating that "my political ideals, values and convictions are not compatible with the new path undertaken by our political formation" under Poilievre's new leadership.

While sitting as a Conservative MP, he had a poor voting record overall. See Votes tab. He also revealed his pro-abortion beliefs when, in May 2018, he criticized his Conservative colleague, MP Ted Falk, for simply stating in the House of Commons the truth, that abortion is not "a right".

He also ran around Quebec telling that Quebec media and CPC candidates in that province that Andrew Scheer's position on abortion has changed from pro-life to pro-abortion, and that Scheer would not allow even a single backbench MP to bring forward pro-life legislation.

In December 2020, this MP voted to dramatically expand the euthanasia killing regime in Canada under Bill C-7.

In June 2021, this MP voted against pro-life Bill C-233, introduced by Conservative MP Cathay Wagantall, to outlaw the horrific practice of sex-selective abortion, in which unborn babies are killed for no other reason than their sex.

In the same month, he disgracefully revealed himself to be an enemy of parental rights, and science, by voting to pass Bill C-6, legislation that will jail parents for up to 5 years if they dare to affirm their gender-confused child in their biological sex.
